There is insufficient information. The table of dimensions is missing. The existing views confusing as to where the section views are taken.
The size chart should definitely be given for the design. I see no problem with 3D understanding and modeling. However, I think this is part of the map and gives us the size table if needed
It’s called a “type A closed mooring chock”. Most dimensions can be found here:

There may be dimensions missing. This drawing is for selecting an appropriate size. There is not necessarily enough information to completely draw it or manufacture it.

I share an idea so you can start modeling. Surely all our colleagues will do much better, in every way, but until that time comes at least you can start thinking and creating something.
When modeling I made the decision to create a through loft through 3 sections and with several guide curves. Then this loft required two "fills". The first one worked fine, like extruding from a plane to the solid. The second one, which should have worked the same, but failed due to imperfections in the loft surface. For this reason, you will notice some additional operations (normal extrusion, clipping and union of solids... all of them "avoidable" if the extrusion to the solid had worked well).
Finally, the ribs and the mirroring of the piece can be considered "simple operations" that do not reflect the complexity of this particular piece.

PD: In the absence of specific numerical values for the parameters shown in the sketch, I adopted temporary ones from the first section for the loft. Then, I was defining the rest in a proportional (approximate) way.
In my country we say "the perfect is the enemy of the good" and therefore "no engineer stays frozen waiting for perfect data" to start working. Then, as he obtains them, he perfects the result.
