CATIA V5R28 Catpart Reading Error

Hello everyone, recently I began to get the "Problem reading document. Load operation failed" error while I am trying to open .Catpart files. This began to happen after a recent Windows update which was installed a couple of days ago - I don't know that can be related.

There is no problem when I download a new Catpart file and open it from the original directory that I used for downloading, which is 'Downloads' folder as standard. However, when I move those Catpart files to another location or folder, I cannot open those files and begin to get this error "Problem reading document. Load operation failed". I also cannot open my previously saved .Catpart files as well. I can see the preview from the preview pane, but the files cannot be loaded.

If someone can help on this weird error I would be glad. Thanks in advance.
