The qualification does not appear to be about the number of tutorials posted. This badge is about the quality of of tutorials posted.
Only 42 engineers have the badge so it is pretty difficult to get. I'd start by looking at the quality and quantity of tutorials uploaded by those 42 and use their work as a reference.
I'm sure other factors such as the number of views, and number of likes your tutorials receive help contribute to bringing your work to the attention of the staff.
