How to calculate GD&T for countersink hole enlarge by 1mm to ensure no assembly issue?

Fixed fasterner assembly :

Assembly part, part 1 + part 2.
Part 1 with countersink holes : 3.2mm x 6mm x 90 deg
Part 2 with through holes : 4.22mm

Part 2 hole position offset by 0.7mm
Part 1 3.2mm enlarge by 1mm to compensate/mate with the assembly part 2. How to ensure max opening diameter ? is 1mm good to assembly without any issue?
