The amount of cutting force is directly proportional to the depth of cut, radial engagement, material machinability, etc..
This is pretty common knowledge but it also answers the question with a resounding.... It depends on the depth of cut.
Low power machines: lighter radial/axial depths, more passes, possibly at a higher feedrate
Higher power machines: heavier radial/axial depths, fewer passes, lower feedrates
