IPN file with IV

With IV if you open up a IPN file and explode you IAM is there any way to convert the IPN file to a STEP file or any other file format that could be rendered with another software?

Not that I have seen. It could easily be faked in in IV.
Simply offset the appropriate constraints, with a value that would mimic the explosion. If you created a parameter with the offset value you want, you could add the parameter to the original value, and thus quickly turn the explosion on and off.

Probably would'nt be the best solution for what you're looking for. But you should check out Autodesk Inventor Publisher. It has awesome features and tools for documentation and explode/assembly animations. Maybe it will get you closer to what you need.

I wondered about IV Publisher, but haven;t had a chance to work with the trial version, to know what it can do.
