WANT TO DRAW THIS SPANNER IN SOLIDWORKS. HELP ME PLEASE.

Me, no knowledge with solidworks but you can trace the outline of this spanner by placing image.
As was pointed out above:
There really needs to be a scale added to the image so the correct size can be determined.
Other suggestions are using a flatbed scanner. Or making sure the camera is directly above the object to avoid perspective distortion.
This model is so simple, that even tracing it on a piece of paper would work perfectly.
