What does this symbol mean

It means the surface must be finished but you may use whatever method is desired. The surface lay must be parallel to the longest edge. The actual surface roughness is unspecified.
It could be used to specify a machined surface on a cast part but it’s not very clear without seeing the rest of the drawing.
