Which free software is best in the market to create 3d pdf from 3d models? also, is there any way in which one can even generate 3d jpeg which can be panned or orbit around?

The best way to generate the 3D model which is represented in pdf is to use the solid works and even through this 3D main stream software you can able to provide every single details as you can manually.
But there is no such 3D jpeg kind of things exists still now upto the internet knowledge and mine because jpeg is "JPEG (/ˈdʒeɪpɛɡ/ JAY-peg)[1] is a commonly used method of lossy compression for digital images, particularly for those images produced by digital photography. The degree of compression can be adjusted, allowing a selectable tradeoff between storage size and image quality. JPEG typically achieves 10:1 compression with little perceptible loss in image quality." according to Wikipedia and remaining world.
So i guess, you are looking for something which we called as 3D transformation in browser window which is basically .json file which is linked with the 3D CAD model as .step or any other 3D object file which you can scroll and rotate etc etc.
Consult any of the 3D developer or any website developer who can help you achieve this in your web portal or for any personal projects.
Yes there is a ton of software through which you can generate this thing "3D model in browser" one of them i am using for my web portal like the grabcad having its front page similar to that is blender.
