Why am I not being able to offset my surface?

So far everything was good.but now,when I am going to offset those inner wall in the screenshot(blue color) ,in preview only one wall is being offset and the other three is remaining the same as they were.So,the offset operation is not completing . Why is it happening? someone please help.

Most likely the radii.

Anayet, I do not have SW16 installed but SW15. So, I have imported your model to Creo and then exported to neutral file (e.g. Parasolid) so to work in SW15.

Creo was able to offset the surface with required offset value without fixing the surface.

However, when I imported the Parasolid file and tried to offset the surface in SW it showed the same error like yours. But when I applied the diagnostics on imported geometry and applied the offset it worked perfectly. See the pictures attached and SW file.

My advice is to try fixing the boundary conditions of defining surface in your model to achieve your design intent.

Anayet, I think the inner radius has nothing to do with the offset surface failure.
I have tried replicating your design and found that offsetting of 4 side faces (excluding fillets) is working fine besides the smaller fillets than the offsetting value. See attached screenshot.
I feel the offsetting is failing in your case due to surface curvature if that results in overlapping geomery.
You can try following option to check:
Try offset individual surface and check which side is failing at what value.
Then you can try correcting the surface definiting feature and correct its boundry conditions (tangency or curvature continuty.
I see you're working on SW16 if you send iges/stp file I can also check it at my side.
