The View Cube, in the top-right corner, is set to the top view by default. If you hover your mouse over it, a little house symbol will appear. Click on it to enter isometric view. Now you’ll see a 3D Cartesian coordinate system in the middle of your drawspace, with three axes, and the View Cube has changed position. You can click on its faces, edges, and corners to go to the desired view. The NavBar contains other orientation tools, but usually for CAD software, mouse shortcuts are preferred. To pan around the drawspace, simply hold down the wheel button and move the mouse around. Alternatively, click on the “hand” (pan) icon on the NavBar. Hold down the Shift key and the mouse wheel together and, instead of panning, you’ll be orbiting the drawspace around the center of the coordinate system. There’s an Orbit button on the NavBar, too. I don't know which program you are using but in Catia it works like that. First you should create the technical drawing of the part you want to design then you should select the view you want to put your dimensions -be sure that your view is in the red rectangle- then click on "Generate Dimensions", do your arrangements and that's it!
