How draw this part ?

One sketch and three extrudes.

1. Step 1:

   sketch on the top plane (I used the circle pattern for the holes)
   

   

2. Step 2:

   extrude the following regions 7mm.
   

   

3. Step 3:

   Using the same sketch, extrude these regions 25mm from the top plane.
   

   

4. Step 4:

   And finally extrude the last regions 11mm (25-14=11) from the top surface.
   

   

5. Step 5:

   Here is your part with one sketch and three extrudes. You could also do it other ways but this is what I felt was the most simple.
