which function in Catia to use to create easilly un eliptical shape tip for my propeller blade?

The tip can be done several different ways, using different functions. I think I'd try a Multi-Section Surface for more control. But a Fill surface might be the fastest/easiest method.
First make three points two in edges of the propeller and other one is in to some extent from mid-point of propeller. At last joint them by spline function.
