Draw a circle of 30mm on other side too.

  12. Step 12:

    Click Smart Dimension.

  13. Step 13:

    Select Y-axis.

  14. Step 14:

    Select the circle.

  15. Step 15:

    Enter dimension of 35mm.

  16. Step 16:

Repeat the same step for other circle.

  17. Step 17:

    Click Line tool.

  18. Step 18:

    Enable Tangent under sketching tab.

  19. Step 19:

Draw a line tangent to the two circles.

  20. Step 20:

Repeat the same step for other circles. If needed add tangent relation.

  21. Step 21:

    Select trim tool.

  22. Step 22:

    Trim all the inside elements.

Draw two circles of 12mm dia concentric to edges.

  34. Step 34:

Extrude both of them with remove and through all.

  35. Step 35:

Enable right plane and then select Circle tool. Lock on the right plane and then along Z axis.

  36. Step 36:

Draw a circle of 6mm dia.

  37. Step 37:

Smart dimension it by 12mm to the top edge.

  38. Step 38:
